Inconsistencies found

  1. Tier 0/1 conflict: system.md said [Agent of Fate] was "tier 1", and its Choosing/Classes sections still speak of "tier-1 class offers" and a "tier-2 offering list". I corrected [Agent of Fate] to tier 0 citing the ruling, and added a flagged (Claude, Working) note that tiers appear to be zero-indexed — the older phrasing should be read one tier lower — rather than silently rewriting those sections. Worth a confirmation from DRMacIver that tiers count from 0 generally.
  2. Geography already landed: the other agent had already resolved arc-03's routing to a new notes/canon/world/continent.md (its own Revisions entry says it resolves OQ1), but left "needs Open question 1" references in ch. 022 and Canon touched stale; I updated those pointers without touching geography content itself. Ruling 9's "note routing awaits the new geography" was therefore adapted to "routing per continent.md, handled by the geography workstream".
  3. Arc-02's ruling text says Peri "badgers him into the dungeon", but the plan's fight is at the fen margin during redacted (015–016), not inside a delve; I rendered it as badgering him into/toward the fighting so the decided beat structure survives — flag if the intent was literally inside Holm Deep.
